Puerto Rico who have an Associated Status with the USA has kept its Spanish culture, being the Spanish the man language spoken.

Aguadilla is located in the Northeast of the island with a nice tropical weather, even during the “winter” time. You can find nice beaches, as the Atlantic meets the Caribbean just there a lot of surfers crowd them waiting for the waves.

The Seminar was given in a classroom facilitated by the Aguadilla University.

During the Seminar the matters dealt with were the Laws of Chess and Appendixes, Tournament Systems, Tie Brakes, Reports and notion of Ratings, following the guideline established by FIDE.

Sessions were of 4 hours daily, with a final test of three hours.

All the attendants had experience as arbiter, which facilitated the conference.

The last day a test of 20 questions was settled, in Spanish of course, all of them about situations that may appear during a tournament, each one valuing 5 points for a total of 100 points.
